When applying for certain Canadian travel documents, you are typically required to have a “guarantor” (a Canadian citizen who has known you for 2+ years) sign your application and photos to verify your identity. If you recently moved to Canada, lost contact with your network, or simply cannot find someone who meets the strict criteria, you can complete a Statutory Declaration instead.
This form allows you to legally swear under oath that you are unable to obtain a guarantor. There are two primary forms depending on your status:
Form PPTC 132: For Canadian citizens applying for a Canadian Passport.
Form PPTC 326: For Non-Canadians applying for a Certificate of Identity or a Refugee Travel Document.
To be accepted by Immigration, Refugees and Citizenship Canada (IRCC), the form must be sworn and signed in the presence of a legally authorized official, such as a Notary Public or Commissioner of Oaths. The notary must also sign your identity documents and passport photos.

Even without a guarantor, you must provide two references. They must be at least 18 years old, have known you for at least two years (or 6 months for refugee travel documents), and cannot be related to you by blood, marriage, or common-law partnership. They do not need to sign the form, but Passport Canada may call them.
Yes, Passport Canada does accept Statutory Declarations in Lieu of Guarantor that are commissioned virtually. However, if you are doing this online, you must have the physical passport photos in your possession during the video call so you and the notary can coordinate the exhibit signing process appropriately.
No. You must sign the declaration in the presence of the notary public (either virtually on camera or in-person). If you sign it beforehand, the oath is invalid, and you will have to request a brand new form from Passport Canada.
You must present the original identification documents that you intend to submit with your passport application (e.g., driver's license, permanent resident card, etc.). The notary must review these documents and record their details directly onto your Statutory Declaration.
